La Responsabilidad Social en la Administración Pública. Naturaleza y factores constitutivos

Resumen

Alrededor de la Responsabilidad Social se ha concitado una importante polifonía teorética, diversidad de informes y estudios metateóricos, aproximaciones epistemológicas y enfoques filosóficos, tanto para definirla y analizarla como para reorientar sus reales propósitos en medio de la pujante vorágine de nuestra contemporaneidad. La literatura preexistente coincide con el carácter demandante de nuestra época por una nueva configuración del escenario socioeconómico global, más sintonizado con paradigmas de gobernanza que protagonicen la gestión social sostenible. Este ejercicio, en particular, suma su voz para elucidar el estado del arte de la Responsabilidad Social en la Administración Pública por considerar de alto valor brindar una perspectiva sobre los alcances y desafíos que representa, para los liderazgos locales e internacionales, la construcción de una nueva lógica sobre las funciones administrativas públicas en el marco del modelo de sostenibilidad organizacional que exhorta la Comisión Europea, y los Objetivos de Desarrollo Sostenible, sobre el desarrollo de políticas públicas con criterios sociales y ambientales responsables, y a tenor de la gestión ética que recomienda la Organización para la Cooperación y Desarrollo Económicos. Con la finalidad de ahondar en este tema se ha realizado una exploración y revisión bibliográfica en diversos repositorios científicos y académicos, actividad metodológica que permitió la triangulación teórica y facilitó el emerger de inferencias y prospectivas sobre la Responsabilidad Social en la Administración Pública.
