Abstract

PRESENTS A NOVEL APPROACH TO THE STUDY OF PUBLIC ADMINISTRATION, WHICH, WITHOUT IGNORING THE CHARACTERISTICS OF HISTORICITY AND CONTEXTUALITY IN WHICH ADMINISTRATIVE ACTION IS IMMERSED, PENETRATES INTO ITS COMPLEXITY TO CAPTURE THE DYNAMICS THAT GOVERN IT. THIS APPROACH IS APPLIED TO THE STUDY OF A PUBLIC POLICY: COSTA RICA'S FAMILY ALLOWANCE SCHOOL CANTEEN PROGRAM FROM 1975 TO 1982.
