Abstract

This article examines the historical evolution and current state of STI policies in Central America. It analyzes the transition from an inward development approach in the 1960s and 1970s to a neoliberal model focused on the global market from the 1980s onward, incorporating discussions on globalization and de-globalization. This shift has significantly impacted regional competitiveness and sustainability, emphasizing investment in Research and Development (R&D) and the organizational transformation of public and private institutions.
