The opening of the Public Administrative System to economic and social actors in the paradigms of New Public Management and Governance

In the final third of the 20th century, the bureaucratic-Weberian administrative model, which had supported the expansion of social spending since the postwar era, underwent reforms to accommodate new paradigms: New Public Management (NPM) and Governance. This article presents a comparative analysis of these approaches in public administration, drawing on recent specialized literature. By examining their backgrounds and contexts, notable similarities emerge, particularly in the State’s increasing openness to stakeholders in public policy, incorporating both market-driven dynamics and social perspectives.
