Abstract

This paper presents a theoretical and empirical study
on the governance of SICA and its repercussions
on the integrationist project. It is argued that the
problem of governance of SICA is not so much in the
number or the cost of organs and agencies, but in a
cluster of deficiencies linked to institutional design
and the lack of commitment of government actors
to the current integration framework. . The current
model, based on the intergovernmental control of
the governing bodies, is not adequate to achieve the
objectives of integration or to successfully carry out a
process of regionalization that favors the construction
of a region.
