Abstract

The following article presents an initiative of special Law and its respective explanatory statement, entitled: Special Law for the design of long-term public educational policies "; This proposal tries to change the paradigm of "government policies" -of short term- by a vision of "long-term" State policies, based on the principles: 30 years, progressivity and not a regression in the main educative indicators of the country. At the same time, it is a response to the constant "clean slate" problems of the Ministers on duty, who, when they reach the State Secretariat of Education, rearrange all plans, programs, and officials, thus avoiding the essential long-term guarantee. in educational processes; especially in terms of quality, budget, and coverage; something very common in Latin America.
