Abstract

Recently at the opening of the ordinary sessions held on March 1, 2020, the President of the Argentine Republic, Alberto Fernandez, announced among other measures, that he is going to launch “a national contest to form a professional, stable and creative body among best public employees and among young people across the country with a vocation to join the civil service, so that they are in a position to promote significant changes in the National State ”, called, in principle,“ Government Innovators Program ”which is inspired in the experience that began during the government of Raúl Alfonsín, in 1983, which I call “Corps of Government Administrators”. In this opportunity, and attentive to the changes made since then, it will aim to “equip this professional body with cutting-edge knowledge worldwide, with the best technological tools, that are mobilized to promote quality changes in the public sector ". This article has the general objective of determining what were the reasons why the current president decides to resume the creation of such an institute in the face of the failure of SINEP, installed in 2008.
