Abstract

Introduction: The population demographic transition has given place to the epidemiologic transition on most of the countries. This causes the morbidity and mortality profile to focus more on chronic and degenerative diseases of which risk factors are well identified. As answer to this problem, it has been implemented in Costa Rica the program Cartago gives life to the heart, demonstrative area CARMEN- Costa Rica. This program has three basic components: research, intervention and evaluation. The classic management principles for greater productivity are efficiency, efficacy and effectiveness. In the analyzed program, an horizontal management model is used with a participatory style and characteristics of intelligent organization according to Peter M. Senge’s model.
