Abstract

In a period of thirty years, 1989-2019, the economic management carried out by different governments has failed to translate into a better standard of living for Salvadoran society. Moreover, public management of development has shown a heterogeneous performance, which is an obstacle to national economic and social development. Post COVID-19, El Salvador faces the national challenge of incorporating the logics of innovation in development management, from a systemic approach, in order to improve social welfare. This article presents an analysis of development management before and after COVID-19 in El Salvador, presenting the complex and changing environment of public management.
