THE RICHEST 40 PERCENT OF THE DEVELOPING WORLD GETS TWICE AS MUCH AID PER CAPITA AS THE POOREST 40 PERCENT. 90% OF AID IS SPENT ON FOREIGN EXPERTS, WHEN LOCAL EXPERTS ARE OFTEN AVAILABLE. THE 1994 HUMAN DEVELOPMENT REPORT URGES DONORS TO EXPAND COOPERATION TO INCLUDE TRADE, INVESTMENT, LABOR AND TECHNOLOGY.
