Abstract

THE ARTICLE ANALYZES HOW AID HAS WORKED AND FAILED. THE RICHEST 40 PERCENT OF THE DEVELOPING WORLD GETS TWICE AS MUCH AID PER CAPITA AS THE POOREST 40 PERCENT. 90% OF AID IS SPENT ON FOREIGN EXPERTS, WHEN LOCAL EXPERTS ARE OFTEN AVAILABLE. THE 1994 HUMAN DEVELOPMENT REPORT URGES DONORS TO EXPAND COOPERATION TO INCLUDE TRADE, INVESTMENT, LABOR AND TECHNOLOGY.
