Abstract

An energy prospective study is presented with the objective of exposing the main efforts, results and challenges faced by Costa Rica. National and international publications have been gathered and synthesized, as well as a series of documents that link the planning exercise with electricity development, energy demand projections and contributions that discuss the sector's planning model. The central point of this analysis is basic, every challenge of the country, in sustainable development, in climate change or boosting the economy, is in essence an energy challenge. It will be essential to know where we are going, to be clear about the country's vision and the target energy image for the coming decades. The challenge of foresight takes on special relevance in a society where dogmas and energy paradigms predominate, where long-term planning proposals are scarce and agreements between the sectors involved are difficult.
