The institutional strengthening of SICA through the adoption of the Rules of Organization and Functioning of the Council of Ministers of Foreign Affairs

Abstract

This essay emerges as a proposal for the strengthening
of the institutional framework of the Central American
Integration System - henceforth SICA - based on the
future adoption by the Council of Ministers of Foreign
Affairs (hereinafter CMRREE) of its own organizational
regulation and operation, SICA instance that currently
does not have this type of regulation. This community
regulation would make it possible to define the scope
and functions of SICA’s main coordinating body, giving
it a better capacity to respond to the challenges facing
the region.
