Abstract

The new knowledge-based economy characterized by smart factories began with the emergence of the Internet. This transition created important challenges for public administration, whose first response has been digital government. This document argues that e-government was a necessary response in terms of adopting ICT and taking advantage of the Internet to improve public management. However, it has not been enough to generate public value, due to its focus on individualized attention and not on open innovation. Therefore, a business model is proposed so that public innovation laboratories become convergence spaces to raise public value within the framework of the new economy, with the collaboration of various social actors.
