Abstract

The analysis of public policies usually focuses on determining their impacts and effectiveness, leaving aside the analysis of continuity and change that these suffers with time and with different governments, this determines to a large extent the results they have. In El Salvador, the problem of gangs has become a priority, and to battle this phenomenon, different public policies have been formulated, these haven´t achieved an improvement of the situation. This article evaluates the continuity of the citizen security policies in El Salvador, with the phenomenon of gangs or "maras".
