PRESENTS A SET OF COMMON BASES ON WHICH THE DESIGN AND OPERATION OF THE DIFFERENT NATIONAL CIVIL SERVICE SYSTEMS IN THE IBERO-AMERICAN COUNTRIES SHOULD BE ARTICULATED. THE CHARTER DEFINES AND DESCRIBES THESE BASES FOR ADOPTION BY THE GOVERNMENTS OF IBERO-AMERICA: A) PURPOSE AND SCOPE OF THE CHARTER; B) GUIDING CRITERIA AND GUIDING PRINCIPLES; C) BASIC CONCEPTS, FUNCTIONAL REQUIREMENTS OF THE CIVIL SERVICE; D) SPECIFIC CONSIDERATIONS OF THE MANAGERIAL FUNCTION; AND E) CONDITIONS FOR THE EFFECTIVENESS OF THE CHARTER.
