Abstract

THE FTAA IS A HEMISPHERIC TRADE AGREEMENT AND CANNOT BE CLASSIFIED WITHIN THE FRAMEWORK OF INTERNATIONAL COOPERATION, AS IT IS CONVENTIONALLY UNDERSTOOD, THAT IS, AS A TRANSFER OF FINANCIAL, TECHNOLOGICAL AND COGNITIVE RESOURCES FROM THE COUNTRIES WITH GREATER RESOURCES TO THE POOREST. IN THIS SENSE, THE AUTHOR EMPHASIZES THE FTAA PROCESS, ITS BENEFITS AND DANGERS; HE THEN DISCUSSES INTERNATIONAL COOPERATION WITHIN THE FRAMEWORK OF TRADE AND RELATES IT TO THE GENERALIZED SYSTEM OF PREFERENCES, THE SMALL ECONOMIES WITHIN THE FTAA AND THE CARIBBEAN BASIN INITIATIVE.
