Abstract

THE AUTHOR ARGUES THE NEED FOR ADEQUATE REGULATIONS FOR THE PROPER FUNCTIONING OF PUBLIC ADMINISTRATION IN GENERAL AND PUBLIC POLICIES IN PARTICULAR. THE AUTHOR REVIEWS THE EXPERIENCE OF A SEMINAR-WORKSHOP, THROUGH WHICH KNOWLEDGE WAS IMPARTED IN RELATION TO THE ELABORATION OF ENVIRONMENTAL NORMS.
