Abstract

THE OBJECTIVE IS TO DESCRIBE THE CIVIL SERVICE IN GUATEMALA AND EL SALVADOR, WITHIN THE FRAMEWORK OF MANAGEMENT BY RESULTS (MPR) BASED ON THE CIVIL SERVICE LAWS OF BOTH COUNTRIES. THE IMPORTANCE OF THE RESEARCH IS THE PROPOSAL FOR THE ANALYSIS OF THE MAIN CHALLENGES AND CHALLENGES OF THE PUBLIC SERVICE IN THE COUNTRIES IN QUESTION BASED ON THE GPR AND THUS TO MAKE THE RELATIONSHIP BETWEEN THE PUBLIC ADMINISTRATION-CITIZEN MORE EFFICIENT WITHIN THE FRAMEWORK OF GOVERNANCE. CONSIDERING THAT NOWADAYS THE POPULATION IS CREATING NETWORKS AND THE PUBLIC ADMINISTRATION ITSELF; SO THAT THE CIVIL SERVICE RESPONDS TO THE NEEDS OF THE POPULATION.
