Learning for good governance: knowledge management in failed public policies

En tal sentido, a Revista Centroamericana de Administración Pública constituye un espacio especializado de reflexión, pensamiento y debate sobre una compleja diversidad de temas que inciden en la gobernabilidad y gobernanza de la región centroamericana.
Las demandas democráticas, requieren de una ingeniería de Estado y de un ejercicio de gobierno, que sean capaces de articular el complejo andamiaje institucional con la atención de prioridades y acciones, que vayan más allá de lo coyuntural y de la inmediatez. Estamos frente al desafío de integrar esquemas de gestión presidencial prospectiva y con una alta capacidad de construcción narrativa.
La edición de la Revista Centroamericana La Alta Gestión Pública de los Centros de Gobierno abre un abanico mayor de conceptos, enfoques y experiencias para la innovación de la gestión estratégica y prospectiva de los Centros de Gobierno; contribuyendo a un diálogo de alto nivel orientado al mejoramiento de la gobernabilidad y la gobernanza de los Estados miembros del Sistema de la Integración Centroamericana, como de América Latina en general.

METHODOLOGICAL APPROACH MODELS IN PUBLIC ADMINISTRATION
No. 73 (2017)Research in public management and the development of methodological approach models are a tool for the specialization and improvement of institutions in the Central American region. This type of approach represents one of the answers to the need for these institutions to innovate in order to be increasingly efficient, effective and better able to adapt to change.
Based on this logic, the Central American Institute of Public Administration -ICAP proposes an approach to the methodological and research processes of public management in Central America, developing this issue of the Central American Journal of Public Administration that provides content on methodologies for the evaluation of programs and projects on specific topics, as well as basic tools for research in public management, seeking that these serve as a guide to improve the competencies of public institutions in related topics.
Public management research can function as a tool to identify the impact of public policies, but it goes beyond and expands on the continuous modernization and improvement of the performance of such management, which is why the promotion of research can encourage Central American institutions to develop greater specialization and, based on this, mechanisms for cooperation can be built.
In any case, it should be clear that this type of research requires a greater level of detail, since a construction is needed that is adapted to the objectives of the organization, program or project to be studied, therefore, it is preferable to have a methodological toolbox that serves as a guide but that allows for adaptation and therefore the construction of other research processes. ICAP hopes that this issue will function as a window where some methods for public management research can be identified and from which many other spaces can be built.
Thus, the Central American Journal of Public Administration number 73 is structured as follows: the first section presents the editorial that deals with the importance of public management research in Central America, followed by articles that address the topics and that in this case study the methodological approach to research in public management, for example, a series of methodological models are presented to study specific topics such as the evaluation of life skills programs or the methodological approach to the approach of productive chains. Subsequently, a section of documents is included, where various topics on Public Administration and Management are addressed. Finally, bibliographical references and publication guidelines for authors are presented.

Intelligent Cities in New Public Management
No. 72 (2017)Since its conception, the Central American Institute of Public Administration has acted as a driving force for the updating of public management issues in Central America, which is why it has been concerned with promoting spaces where research is a reflection of the changes taking place in the region, the institution has opted to go further and seeks to discuss innovative topics that promote the evolution of Central American models and allow the region to know and adapt to the growing changes that are being experienced, an example of this is the theme of this magazine that deals with Smart Cities and the spaces that these offer in order to generate an evolution in the models of urban management in the region.
Smart Cities open the doors to different forms of management, seek to create environments where technology is a tool to solve citizens' problems and make available to their inhabitants the expanded use of ICTs, offering better spaces for urban planning and mechanisms to make the governmental function more efficient, incorporating performance measurements and indicators.
The bet of smart cities is to apply existing technology to see beyond the benefits that are enjoyed today, it is a bet to adjust the technological inputs to improve the quality of life of people and build more equal and integrated societies, this is a long-term premise that needs construction and discussion, which is why it is imperative that from the academy to promote discussion and dissemination of the subject.
For this reason it is important to know the benefits and propose the adaptability of these models for the Central American reality, in addition to studying how to manage the existing spaces in order to aim in the long term to the establishment of this type of approaches that result in better levels of development and function as mechanisms of integration from the development of a city, where the more equal benefits that it attracts will promote dynamism in the country and subsequently in the region, promoting new mechanisms of knowledge, good practices and more efficient management that will be made available to other Central American cities, to offer the opportunity to grow from local efforts that become regional results.

Finally, bibliographical references and publication guidelines for authors are presented.
