Abstract

PRESENTS A THEORETICAL MODEL OF IMPLEMENTATION NETWORKS FOR WATER POLICY IN MEXICO, BASED ON THE ABILITY OF SENIOR PUBLIC MANAGEMENT TO STEER NETWORKS OF STAKEHOLDERS TOWARDS PUBLIC OBJECTIVES AND OUTCOMES. THE MODEL HIGHLIGHTS DEMOCRATIC ACTION AS AN INDISPENSABLE ELEMENT IN PUBLIC POLICY. AT THE END OF THE PAPER, TEN CHALLENGES FOR WATER POLICY IMPLEMENTATION IN MEXICO ARE PRESENTED TO SERVE AS LESSONS FOR POLICY MAKERS.
