Abstract

COMPETITIVENESS, WHICH IS A VITALLY IMPORTANT ISSUE TODAY, IS A VERY BROAD TOPIC THAT REQUIRES CONCRETE ACTIONS TO ADVANCE IN THE SOLUTION OF THE MAJOR PROBLEMS THAT THREATEN NATIONAL COMPETITIVENESS. INVOLVING THE MUNICIPAL SECTORS, CENTRAL GOVERNMENT, THE PRODUCTIVE SECTOR, ACADEMIA AND THE SOCIAL SECTORS IN DECISION-MAKING IN THE REGIONS OF EACH COUNTRY IS THE ONLY WAY TO AGREE ON PRIORITIES AND REACH CONSENSUS THAT WILL MAKE IT POSSIBLE TO GENERATE MILESTONES FOR DEVELOPMENT IN THE SHORT, MEDIUM AND LONG TERM.
