Abstract

A NEW PARADIGM FOR PUBLIC ADMINISTRATION HAS BEEN EMERGING SINCE THE BEGINNING OF THE 21ST CENTURY, CHARACTERIZED BY THE INNOVATIVE USE OF ICT'S TO IMPROVE TRANSPARENCY AND SERVICE DELIVERY BY GOVERNMENTS. THE AUTHOR ARGUES THAT THIS NEW "POST-GOVERNANCE" PARADIGM DOES NOT NECESSARILY DEPEND ON LARGE CAPITAL INVESTMENTS OR THE DEVELOPMENT OF HIGH-TECH CAPABILITIES.
