Abstract

EXAMINES THE CHARACTERISTICS OF A NEW GENERATION OF PERFORMANCE APPRAISAL SYSTEMS IN COSTA RICA, EL SALVADOR, GUATEMALA, HONDURAS, NICARAGUA AND THE DOMINICAN REPUBLIC. IT SEEKS TO IDENTIFY WHETHER THEY HAVE TAKEN ELEMENTS OF A PEOPLE-CENTERED APPROACH TO DEVELOPMENT (RATHER THAN A "COMMAND AND CONTROL" APPROACH). THE PROGRESS MADE IS IMPORTANT, BUT THERE ARE STILL PENDING CHALLENGES TO ACHIEVE A SYSTEM THAT IS EFFECTIVELY FOCUSED ON ORGANIZATIONAL LEARNING, PERSONNEL GROWTH AND THE CONSOLIDATION OF WORK GROUPS IN THE PUBLIC SECTOR.
