Abstract

PRESENTS THE CURRENT STATE OF PERSONNEL DEVELOPMENT IN THE CIVIL SERVICE OF THE FEDERAL REPUBLIC OF GERMANY, ANALYZING THE PROBLEMS THAT GAVE RISE TO THE REFORMS IN THIS COUNTRY, AND THEIR IMPACT ON THE WAY OF UNDERSTANDING PERSONNEL DEVELOPMENT, EMBODIED IN THE STRUCTURAL REFORMS, REMUNERATION AND PENSIONS OF PERSONNEL IN THE PUBLIC SERVICE.
