Abstract

ARGUES THE NEED TO ADAPT THE ORGANIZATION OF THE STATE TO THE CONSTANT CHANGES OF A GLOBALIZED WORLD, WITHIN THE FRAMEWORK OF COMPLIANCE WITH THE PEACE AGREEMENTS, THE MODERNIZATION OF PUBLIC ADMINISTRATION AND THE ESTABLISHMENT OF THE ADMINISTRATIVE CAREER. PROPOSES AN INSTITUTIONAL IMPROVEMENT PLAN, CONTEMPLATING A MODEL OF A NATIONAL AND MUNICIPAL CIVIL SERVICE SYSTEM THAT ALLOWS FOR A DECENTRALIZED AND DECENTRALIZED GOVERNMENTAL MANAGEMENT OF HUMAN RESOURCES, WITH ONSEC ASSUMING THE ROLE OF GUIDING THE ADMINISTRATION OF HUMAN RESOURCES IN THE SERVICE OF THE GOVERNMENT.
