Abstract

The study about the achievements and challenges of the Disaster Risk Management and the Climate Action in the National System of Public Investment of Costa Rica, through qualitative techniques such as chronology, semi-structured interviews and the perception of priority agents, provided the finding of 39 actions performed by the Public Investment Unit during the period 2007-2017, which scale leans towards the Risk Management, reflecting the challange of addressing the Climate Change approach.

Along this line, there is a window of opportunity and five tools for its integration in the public investment projects: conceptualization and contextualization, the risk management as part of the climate action, indicators for its identification, benefitial priority lines of actions
