Abstract

THIS ARTICLE PROVIDES A HISTORICAL AND CHRONOLOGICAL ACCOUNT OF THE EMERGENCE OF THE CIVIL SERVICE IN THE REGULATIONS OF THE DOMINICAN REPUBLIC, ANALYZING THE CURRENT LAW NO. 14-91, ITS LIMITATIONS AND PROPOSALS FOR MODIFICATION TO OVERCOME THE CURRENT OBSTACLES, AS WELL AS THE REFORM PROGRAMS THAT INCORPORATE A COMPONENT RELATED TO THE MODERNIZATION OF THE ADMINISTRATIVE CAREER.
