Abstract

FOCUSES ON THE NEED TO MAINTAIN ADEQUATE REMUNERATION FOR CIVIL SERVANTS, ARGUING THAT THE HIGH PERSONNEL COSTS IN GOVERNMENT ADMINISTRATION ARE NOT MAINLY DUE TO THE AMOUNT OF SALARIES, BUT ARE RATHER EXPLAINED BY THE LARGE NUMBER OF PEOPLE WORKING IN IT, ILLUSTRATING THE CASE OF THE FEDERAL REPUBLIC OF GERMANY.
