Abstract

EVALUATES THE PROGRESS OF THE DECENTRALIZATION PROCESS AND STRENGTHENING OF THE MUNICIPAL INSTITUTION THAT HAS BEEN IMPLEMENTED IN THE REGION AS PART OF THE REFORMS AND POLICIES ADOPTED BY THEIR GOVERNMENTS SINCE THE LATE 1980S, ANALYZES THE MUNICIPAL INSTITUTION FOR EACH OF THE COUNTRIES IN THE REGION, CONSIDERING ITS FUNDAMENTAL ASPECTS RELATED TO COMPETENCIES, FINANCING SYSTEMS AND MECHANISMS OF LINKAGE WITH COMMUNITY PARTICIPATION.
