Strategic foresight:

a methodological proposal for use in the strategic planning of small and medium-sized strategic planning of small and medium-sized cities

Abstract

The article presents a proposal of methodology to introduce the
use of strategic foresight in the long-term planning of small and
medium cities. It starts by justifying the need for it, then, explains
the process followed to build it, and the synthesis of two examples
of its implementation in Costa Rica to finally fully develop the proposal
with the steps, methods and tools to be used. It is presented
not as a definitive methodology, but as a proposal to be tested in
different countries, municipalities and contexts of Central America.
