Abstract

The Central American Integration System (SICA) is a
sui generis institution that obeys the realities of the
region; In that sense, one cannot ignore that this search
has led adaptation to undergo various processes of
change and meditiation, -over twenty-five years of
history-, while trying to maintain its essence. This
is the crossroads of SICA’s institutional change. It is
there, in the midst of reflections and processes, where
different positions and different passions intervene
seeking an integration more in line with their visions;
it is in this arena, where the different coherences and
contradictions between the participants of the game
of the change of an institutionality as big as the SICA
are glimpsed.
