knowledge management in public policies

This article presents what has been learned to achieve a good Government by using the following scheme: an initial review of the main theoretical concepts of what is considered as public and the scope of a successful public policy. Next, a methodological approach is carried out ton analyze and evaluate public policies, in order to determine which factors affect their success or failure. In a third step, a historical synopsis of the State models of the last seventy years is made from the 1949 Constituent. The conception of the democratic social pact is reviewed as a central axis, including an analysis on how long-term public policies have been conceived, specifically those related to health and poverty. Finally, the article presents the learning that can be obtained from Popper's gradual engineering model, which serves as a point of closure and conjunction with the final reflections.
