Abstract

ADMINISTRATIVE STRUCTURES IN LATIN AMERICA HAVE UNDERGONE EVOLUTION. IN THE CASE OF COSTA RICA, THE EXECUTIVE BRANCH HAS THE POWER TO LEAD A MODERNIZATION OF THE ENTIRE PUBLIC ADMINISTRATION, WITH THE FIRM OBJECTIVE OF ACHIEVING A BETTER PERFORMANCE UNDER STANDARDS OF UNITY, COHERENCE AND SYSTEMATICITY, THEREFORE, IT IS CONVENIENT TO CLARIFY SUCH POWERS UNDER THE LEADERSHIP OF THE MINISTRY OF NATIONAL PLANNING AND ITS CORRESPONDING TECHNICAL ARM: THE INSTITUTIONAL PLANNING UNITS.
