Abstract

THE MANAGEMENT CAPACITY OF PUBLIC INSTITUTIONS IS LINKED TO THEIR ORGANIZATIONAL DESIGN AND THEREFORE TO THE ADEQUATE ASSIGNMENT OF THEIR OBJECTIVES AND FUNCTIONS TO CERTAIN ADMINISTRATIVE UNITS. HOWEVER, IN ORDER TO ACHIEVE THIS TASK, IT IS NECESSARY TO TAKE INTO ACCOUNT BOTH THE THEORETICAL ASPECTS THAT HAVE COME TO ENRICH THE ADMINISTRATIVE SCIENCES, AS WELL AS TECHNICAL-LEGAL ELEMENTS THAT MUST ALSO BE WEIGHED IN ORDER TO HAVE AN ORGANIC SKELETON CAPABLE OF ACHIEVING THE REALIZATION OF SUCH OBJECTIVES AND FUNCTIONS.
