ANALYZES THE SCOPE AND DILEMMAS OF THE TRANSFORMATIONS OF THE NATION-STATE'S PUBLIC ADMINISTRATION STARTING WITH THE PATRIMONIALIST MODEL, PASSING THROUGH THE BUREAUCRATIC MODEL, THE PUBLIC ADMINISTRATION REFORMS, THE FIRST GENERATION OF REFORMS KNOWN AS STRUCTURAL ADJUSTMENT AND THE EMERGENCE OF THE NEW PUBLIC MANAGEMENT UNTIL REACHING THE SECOND GENERATION REFORMS, ALSO KNOWN AS INSTITUTIONAL REFORMS, WITHIN THE FRAMEWORK OF THE PROCESSES OF ECONOMIC GLOBALIZATION AND THE REVOLUTION OF INFORMATION AND COMMUNICATION TECHNOLOGIES (ICT).
