Abstract

BRIEFLY PRESENTS THE DECENTRALIZATION PROCESS IN GUATEMALA, IN ITS FIRST STAGE OF CONSTRUCTION AND STARTING POINT TOWARDS THE CREATION OF AN AGENDA OF CONSENSUS, WHICH ALLOWS ARRIVING AT THE MODEL OF A DECENTRALIZED GUATEMALAN STATE THAT INCLUDES THE PRESENCE OF THE STATE IN THE TERRITORY, WITH THE PURPOSE OF STRENGTHENING ITS DEVELOPMENT AND THE ROLE OF THE MUNICIPAL GOVERNMENT, THROUGH THE STABILIZATION OF THE LOCAL PUBLIC FUNCTION, IN LINE WITH THE TRENDS OF CENTRAL AND LATIN AMERICA.
