ANALYZES THE CONCERN OF MANAGERS OF PUBLIC ORGANIZATIONS, AT NATIONAL AND INTERNATIONAL LEVEL, ABOUT IMPROVING PRODUCTIVITY, RESULTS AND SERVICE TO CITIZENS, PROPOSING THE USE OF VARIABLE REMUNERATION BASED ON RESULTS, AS A MANAGEMENT TOOL THAT WILL SUPPORT INITIATIVES FOR CHANGE IN PUBLIC MANAGEMENT.
