Abstract

THE GOVERNMENT'S POSITION THAT ONE OF THE KEY FACTORS FOR DEVELOPMENT IS THE QUALITY OF INSTITUTIONS, I.E. THE PUBLIC BUREAUCRACY, HAS LED TO THE IDEA OF THE PROFESSIONAL CIVIL SERVICE AS THE BACKBONE OF THE EXECUTIVE BRANCH.
