SYNTHESIZES THE ACTIONS CARRIED OUT BY THE GENERAL DIRECTORATE OF CIVIL SERVICE OF COSTA RICA, SINCE THE NINETIES, AIMED AT MODERNIZING THE HUMAN RESOURCES MANAGEMENT MODEL, IN WHICH IT ENCOURAGES GREATER CITIZEN PARTICIPATION AS A RESPONSE TO THE CHALLENGE OF DEMOCRATIC GOVERNANCE, INFLUENCING IMPORTANT VARIATIONS IN THE SUBSTANTIVE AREAS OF THE CIVIL SERVICE REGIME AND IN THE DEVELOPMENT OF TRAINING STRATEGIES.
