Abstract

HIGHLIGHTS THE PROGRESS OF THE DECENTRALIZATION PROCESS AND THE STRENGTHENING OF LOCAL GOVERNMENTS IN EL SALVADOR. PRESENTS A PROPOSAL THAT OUTLINES THE ROLE OF MUNICIPAL GOVERNMENT IN LOCAL DEVELOPMENT, WHICH INCLUDES THE FOLLOWING COMPONENTS: LOCAL SOCIO-ECONOMIC DEVELOPMENT, MUNICIPAL INSTITUTIONAL STRENGTHENING, LOCAL DEVELOPMENT IN THE DECENTRALIZATION MARKET, ACTIVE CITIZEN PARTICIPATION, DEFINITION OF THE ROLES OF THE MAIN ACTORS, AND FINANCING OF LOCAL DEVELOPMENT.
