Abstract

IN THE CONTEXT OF THE CRISIS OF THE STATE AND THE EFFORTS MADE TO REDUCE ITS SIZE AND ROLE, AN ANALYSIS IS MADE OF THE MODEL OF ORGANIZATION OF THE ADMINISTRATIVE APPARATUS ADOPTED IN COUNTRIES SUCH AS ENGLAND, NEW ZEALAND AND THE UNITED STATES. IT THEN FOCUSES ON LATIN AMERICA, WHERE THERE HAS BEEN A SHIFT FROM THE "PATRIMONIALIST" MODEL TO THE "BUREAUCRATIC" AND THEN TO THE "MANAGERIAL" MODEL. CONCLUDES WITH AN APPROACH TO INCREASING THE CAPACITY OF THE CIVIL SERVICE.
