Abstract

The objective is to critically analyze the structure and the new culture of the public administration paradigm called the new public management of public organizations. The main question is to try to explain why the dysfunctionality of management practices in the structure and the new culture of public organizations that are copied from the model centered on the administrative processes of management practices of private organizations?
