Abstract

IN CENTRAL AMERICA, THERE IS A GREATER WILLINGNESS TO CARRY OUT A PROCESS OF DEMOCRATIZATION OF SOCIETY AND POLITICAL-ADMINISTRATIVE DECENTRALIZATION IS SEEN AS A PROCESS OF CHANGE THAT POTENTIALLY CONSTITUTES ONE OF THE IMPORTANT MEASURES FOR TRANSFORMING THE STATE APPARATUS AND ACHIEVING CITIZEN PARTICIPATION IN THE MANAGEMENT OF PUBLIC AFFAIRS.
