Abstract

THIS ESSAY AIMS TO PRESENT THE PHILOSOPHICAL-ADMINISTRATIVE FOUNDATIONS OF THE CIVIL SERVICE IN COSTA RICA. THE ROLE OF TRAINING IN THE ADMINISTRATION OF PUBLIC SECTOR PERSONNEL AND ITS RELATIONSHIP WITH THE PROMOTION OF NATIONAL DEVELOPMENT IS EMPHASIZED. IT ENDS WITH A SUMMARY DIAGNOSIS OF THE COSTA RICAN CIVIL SERVICE IN TERMS OF TRAINING.
