STATE BUREAUCRACY IS A CONTROVERSIAL ISSUE THAT IS GAINING MORE AND MORE ATTENTION IN THE CENTRAL AMERICAN CONTEXT, ESPECIALLY WHEN IT BECOMES THE TARGET OF CRITICISM WHEN IT COMES TO JUDGING THE RESULTS OF THE STATE'S ADMINISTRATIVE ACTION.
