Abstract

The purpose of this article is to explore some of the main challenges for public administration in the context of the response to migratory transits resulting from COVID-19. The institutional logics of the main national and international organizations in charge of responding to the health crisis, as expressed in their institutional design, are analyzed. The idea is to observe the way in which these logics have influenced the dynamics and challenges of public administration and, where appropriate, to generate tensions between the various actors in the response to the health crisis. Theoretically and methodologically, a qualitative case study strategy is followed, in which the normative framework that gave rise to these organizations is analyzed. Some of the results point to the importance of the articulation of the main organizations for the management of migration during the recent health crisis.
