Abstract

This article summarizes part of the most relevant elements of the Evaluation of the Cultural Information System Program (Sicultura) of the Ministry of Culture and Youth of the Government of Costa Rica. The information chosen from said process is given according to the theme presented by the 76th edition of the Central American magazine: Knowledge Management in Failed Public Policies. For this reason, the evaluation of Sicultura presents a current debate that is presented regionally in Latin America, the determination and operation of the concept of culture and its effect on Public Cultural Policy. Thus, through this article, the debate that prevails among the different approaches of this concept and part of its possible effects on the different population groups is exposed.
