Regulating public utilities from an SDG perspective:

a review of the American experience.

Abstract

This article makes a broad exploration of the experiences of different regulatory agencies in different countries of the American continent, in order to identify the vision and experience that regarding regulatory activity vis a vis the Sustainable Development Goals (SDGs) promoted by the majority of the countries of the world, from within the United Nations (UN), have these entities. To achieve this purpose, the research takes as a basis the reports of the regional congresses that the Regulatory Authority of Public Services, prepared with the technical support of ICAP, during the 2018-2019 biennium, and synthesizes the results achieved in these events. The essay begins with the conceptual and contextual discussion of the SDGs, and then examines the structural problems that Latin America has to put into practice. Subsequently, the experiences of multiple countries in the regulation of public services in electricity, water and transport are analyzed, and then link these issues with three key cross-cutting themes: smart communities and cities, actions for climate and innovation, industry and infrastructure . At the end of the article, some prospective reflections that emanated from the investigated subjects are advanced, as well as the conclusions of the entire exercise.
