Abstract

Understanding public management must go beyond just reviewing the State's obligations. Society and its dynamics continually remember that change is intrinsic to the state function, that it transforms and occupies -or vacates- spaces, citizens, also dynamic, continually modify their needs, urging more or less intervention, depending on the context. At the Public Function Forum, which is a space for dialogue that originated in the 1970s, in order to cope with the adversities that the situation and the challenges that those times represented for the structures of the Central American public function have been invited to The People's Republic of China to share their experiences, so this document reviews the progress of the forum and the milestones of the Chinese case for public management.
