Abstract

IDENTIFIES THE MAIN AREAS OF LOCAL PUBLIC MANAGEMENT, REVIEWING AS A GENERAL DIAGNOSIS THE LINKAGE BETWEEN PROGRAMS AND PROJECTS TO STRENGTHEN LOCAL MANAGEMENT. PROPOSES A REGIONAL ADVOCACY STRATEGY IN CENTRAL AMERICA UNDER AN INTER-INSTITUTIONAL APPROACH, WITH THREE MAIN AREAS OF INTERVENTION: A) PUBLIC POLICIES AND RESOURCES IN LOCAL PUBLIC MANAGEMENT; B) GOVERNANCE AND CAPACITIES IN LOCAL PUBLIC MANAGEMENT; AND C) GOVERNANCE AND GOOD LOCAL PUBLIC MANAGEMENT.
